Abstract : Saudi Arabia has used growth pole policy to accomplish her regional and economic development targets through erecting and developing Jubail and Yanbu industrial cities. Most Investments in the two city is devoted to petrochemical industries. Both of Jubail and Yanbu is to be judged. mostly. as an ideal growth pole especially III relation to their internal spatial structure. The two city encompass two main sections for industrial uses. both sections are provided with needed infrastructure and various services. One of the mentioned sections is accommodating governmental basic petrochemical and other industries. The other section was planned to accommodate downstream industries using the output of governmental projects as feedstocks. The private enterprises responses to carry out the mentioned projects is still very limited. Instead such projects has been carried out by private sector in remote old industrial cities in Saudi Arabia. especially Riyadh and Jeddah. These private locauonal choices meant growth leap-frogging to remote sites instead of growth-jumping to adjacent sites to Jubail and Yanbu poles. Such locational trend need adjusting through new governmental legislations and incentives to attract private investment to Jubail and Yanbu areas.
